There is no greater system that will demonstrate the level and quality of management skills, teaching ability, and leadership, than The ECF Egress Standard. It is the first procedure to waiver in the face of loose management standards and any lack of complete implementation will quickly manifest itself in a lack of discipline and adherence to policies and procedures by field workers.
The Standard is not a routine of providing instructions to field personnel, stretching, and checking some safety meeting boxes. Rather, it has much greater significance and direct impact on the fulfillment operations of our business. At first glance, an untrained eye cannot see what is really happening. The untrained eye misses the details of the customs and routines and the reasons by design they have been added to the Standard.
The ECF Egress Standard is a non-negotiable requirement for every Service Center, Satellite, and Direct Report job site. It pushes managers to be forward-thinking, organized, and ready to lead. It sculpts employees into disciplined soldiers who execute orders as directed in a safe, productive, and effective manner.
Every operations leader is required to be present for the egress. This includes Director, Operations Manager, Production Manager, and Field Supervisor. The exception to this requirement is if a manager cared for other company-sanctioned matters the prior evening or is unable to report to a company location because of another reasonable operational need. The point is that leaders must be present to lead.
The Standard
(1) The Crew Leader Muster
The Crew Leader Muster is the first feature of the Standard. It begins 15 minutes earlier than the location's roll call (the time all field workers are expected to begin their shift) Currently the Muster begins at 6:15 AM in Florida, and 6:45 AM in New Jersey and Pennsylvania. This meeting consists of 3-5 minutes of Crew Leader development training, 2-3 minutes of dispatch orders, and the balance of time for them to prepare their rigs for departure. The topics for the training portion of the Muster are approved and scheduled by the Home Office. These topics can be found on the training calendar.
Primarily a Director, Operations Manager or Production Manager will conduct the Crew Leader Muster. However, for the purposes of training a supervisor level leader can be used to conduct the training, but only in the presence of middle management. If a Field Supervisor is utilized to conduct the training, a designated manager must provide them with a review of their performance, being careful to find every opportunity to commend them and provide needed guidance so they can grow.

What is required
- Managers must be at the location and ready to meet the Crew Leaders a minimum of 5 minutes before the Muster begins.
- Managers are required to wear hi-visibility gear while in shop areas or in vehicle and equipment staging areas.
- Crew Leaders should be clocked in, wearing full uniforms, and be on time for the Muster.
- The proper formation for a Muster is a circle. Crew Leaders should open their arms, create equal space, and form a symmetrical circle before the meeting begins.
- Managers should be prepared to teach the topic found on the Company Training Calendar. Follow the instructions on the Crew Leader Development policy.
- When the training week calls for a local needs topic, managers need to be prepared to teach (for 3-5 minutes of teaching, you should cover 1 or two points).
- The 2-3 minutes of reviewing dispatch orders with the Crew Leader is a quick review of what they are doing for the day. This evolution allows everyone present to be on the same page. This should NOT take up more time. If more time is needed to give detailed instructions to Crew Leaders, such instruction should be given the prior business day at Ingress. There are approximately 7 minutes after the Muster, and before Roll Call. These are 7 important minutes for managers to use for team engagement. Managers use the time after the Crew Leader Muster to engage employees one-on-one, build them up, help them with answers to questions, or simply give them a hug. This time should not be used to instruct Crew Leaders unless it is absolutely necessary. The time should be used engaging general crew members.

(3) Safety Meeting - (Mondays Only)
Each Monday a designated manager will cover the scheduled safety meeting topic found on the company training calendar. The safety meeting should be translated into Spanish and Haitian Creole if necessary. The safety meeting lasts 10-minutes or less, it should never run late. Please see the written policy on

The 6-Minute Dispatch includes two features, first roll call, and then stretch n' flex. These two important features of the Standard happen in 6-minutes or less. Currently, roll call begins at 6:30 AM in Florida, and 7:00 AM in New Jersey and Pennsylvania.

Important requirements for stretch n' flex include the following:
- Any employee can lead stretch n' flex, but it must be an employee who is exemplary to the team. Exemplary includes attendance, adherence to uniform, safety, and production standards. Those who lead stretch n' flex are being elevated.
- The sequence does not begin before roll call occurs. Generally, when the roll call bell tone sounds.
- It must be completed in 6 minutes or less.
- The leader must start LEFT on all movements
- Each movement should be 15-30 seconds
- After performing the lower backstretch, the Safety Committee has asked for the leader to come to a neutral position before switching sides (9th movement)
- Applause for the team after the sequence is performed is a custom adopted by most locations

(5) 3-Minute Exit
The 3-Minute Exit should happen immediately following the "6-Minute Dispatch". Our production is in the field. It is our goal to get crews safely out of the Service Center as quickly as possible. After Dispatch it is not the time to arrange personal items, find ice, or go to the food truck. Employees should not be talking and socializing.

Important items that already needed to occur for an Exit to be fast, efficient, and safe:
- All equipment and materials were loaded the day before during The ECF Ingress.
- Any small motor equipment stored for security purposes was loaded immediately following the Crew Leader Muster.
- Managers properly administered all preceding Egress Standard features.
- Employees are well trained and reminded they must leave immediately.
- Managers position themselves to help departing trucks exit the facilities safely but quickly.
Inspections
Inspections will be conducted during official Home Office visits to locations. During the week, the Standard will be rated using the inspection report attached. Each day after Egress the Home Office team and local management will meet to discuss the results and work to drive improvement.

How should the Standard be implemented for direct report job sites? | Employees who work at direct report job sites within a reasonable distance to the nearest Service Center or Satellite should report to the facility on Mondays to attend the full egress in person. This is so they can be present for the weekly safety meeting.
Thereafter, from Tuesday to Friday, these crews will conduct only the 6-minute dispatch portion exactly according to the Standard as a team at their designated role call time.
This guidance applies even if only one employee is working on a direct report job site by themselves.
